How are Committee members selected?

The Committee on the Rights of the Child was established by the CRC Convention (art. 43) and is composed of eighteen independent experts who are elected by States parties to the CRC. Elections take place every two years, on the 25 June in New York.

 Only UN member States nominate and vote for candidates. However, civil society has a key role to play to ensure that the most qualified experts sit in the Committee. More information is available here.

The Committee members serve in their personal capacity for four-year terms and can be re-elected. The CRC requires that Committee members be of “high moral standing and recognised competence in the field covered by this Convention” (art. 43(2)). An equitable geographical distribution and representation of the principal legal systems is taken into consideration in their election. 

As there are no official additional criteria, Child Rights Connect recommends that nominees should: 

  •  have demonstrated experience in child rights
  •  be independent and impartial
  •  have the ability to devote sufficient time to the work of the Committee
  •  have a variety of different professional backgrounds
  •  have experience in working with NGOs
  •  be sensitive to cultural differences
  •  be fluent in one of the three UN languages

The Committee is the only UN Treaty Body that deals with four treaties. It meets three times a year in Geneva and is supported by a small permanent Secretariat at the Office of the High Commissioner for Human Rights (OHCHR) in Geneva.
